Hoover Elementary School is the starting line of one of CFISD’s two-campus teams: it teaches pre-K through 2nd grade at 6425 Greenhouse Road, then sends every student down the street to Jowell Elementary (grades 3–5) at 6355 Greenhouse — two buildings, one attendance zone. Hoover opened in 2017, enrolls about 660 students under principal Dr. Michelle Rice, and runs its day from 8:45 a.m. to 4:05 p.m. Because its children are younger than the state’s tested grades, TEA scores the pair together: C (78 out of 100) in the 2025–26 ratings.

How Hoover Elementary School is rated

Texas bases its A–F campus grades largely on STAAR results, and STAAR testing starts in 3rd grade — by which point these students have moved on to Jowell. Hoover therefore has no stand-alone academic score; the state treats the paired campuses as a single unit, and that shared grade came in at C — 78 out of 100 for 2025–26. My advice if you’re comparing schools by rating: study the Jowell report card, because that’s where these same children actually test.

About Janet Hoover

The campus is named for Janet Hoover, a Cy-Fair High graduate who gave the district 36 years. She began in 1974 teaching special education and general education at Post Elementary, led a team at Holbrook for six years, was assistant principal at Holmsley and then Millsap — where she went on to serve nine years as principal — opened Gleason Elementary, and closed her career as assistant superintendent for elementary administration, retiring in 2010.
