Where Jersey Village Is — and Where the City Stops
Jersey Village sits in northwest Harris County where US-290, Beltway 8, and the Union Pacific rail line come together, with White Oak Bayou running through the middle of town. Houston and unincorporated Harris County surround it on every side, so many people assume it’s a Houston neighborhood, but the city has its own mayor and council, its own police and fire departments, and its own water and sewer system, and the city limits cover only about 3.4 square miles.
The ZIP codes are where it gets confusing. City Hall and most of the city are in 77040, while parts of 77041, 77064, and 77065 also carry a Jersey Village name. Those peripheral ZIPs take in subdivisions outside the city, such as Winchester Country and Willowbridge, that sit in unincorporated Harris County and usually carry a MUD and an HOA. The fastest way to know which you’re buying is the parcel’s list of taxing units on the Harris Central Appraisal District record: if “City of Jersey Village” is on it, the home is inside the city.

The city began as a dairy farm. Clark and Bessie Henry raised Jersey cattle here, which gave the town its name, and the first homesites went up around Jersey Lake in the early 1950s. On April 16, 1956, residents voted unanimously, 58 to 0, to incorporate, which kept the City of Houston from annexing the area. The story is on a plaque at the entrance to Clark Henry Park on Equador Street.

The Jersey Village Real Estate Market
In the 12 months through September 2026, 47 single-family homes listed under a Jersey Village address sold at a median price of $405,000, according to HAR MLS data. That works out to about $168 per square foot, and sellers received a median of about 97% of their list price after a median of 38 days on the market. Sales ran from the mid-$200,000s to over $800,000. On September 30, 2026, 21 homes were for sale at a median list price of $449,000, or about 5.4 months of supply, which I read as a balanced market where well-priced, well-kept homes still sell and dated ones leave room to negotiate.
The typical home that sold was built in 1978, with about 2,400 square feet on a lot of roughly 12,750 square feet, close to three-tenths of an acre. That’s noticeably more yard than most Cy-Fair subdivisions offer. Some buyers build new instead: when an older home comes down, the replacement is sometimes an elevated custom build, and those homes sit at the top of the price range. Homes and Neighborhoods in Jersey Village
Jersey Village was built out one recorded section at a time, starting in the 1950s. Much of the city is the original Jersey Village subdivision: wide streets, mature live oaks and willow oaks, ranch and traditional homes, and many lots that back onto the golf course, a bayou, or a greenbelt. Newer subdivisions inside the city limits, such as Wyndham Lake and Enclave at Castlebridge, have their own homeowners associations. The city is essentially built out, so almost everything for sale is a resale home or a custom home built on a redeveloped lot.
Just outside the limits, Jersey Village-area subdivisions like Winchester Country and Willowbridge share many of the same schools and shopping but sit in unincorporated Harris County, usually with a MUD and an HOA. North of the city, Waller Park is a trailhead for the walking path that follows White Oak Bayou through those neighborhoods.

Property Taxes in Jersey Village — a City Tax Instead of a MUD
A home inside the city pays a City of Jersey Village tax where a home in a nearby unincorporated subdivision would pay a MUD tax. Using 2025 adopted rates per $100 of value, a home inside the city pays:
- City of Jersey Village: $0.8146
- Cypress-Fairbanks ISD: $1.0669
- Harris County, Flood Control, Harris Health, Port of Houston, and the Department of Education: $0.6289 combined
- Lone Star College: $0.1060
- Total: about $2.62, with no MUD line
Before exemptions, that’s roughly $10,470 a year on a $400,000 home. With a homestead exemption the bill drops to roughly $6,930, about 1.73% of value, because the school district exempts $140,000 of a homestead’s value plus its own 20%, and the city and county each exempt 20%. The $140,000 school exemption, $200,000 for owners 65 and older or disabled, was approved by Texas voters in November 2025 and applies starting with the 2025 tax year. Filing with the appraisal district is free. The city also offers an additional exemption for owners 65 and older or disabled.
For 2026, the city adopted a rate of $0.8176, Harris County adopted a higher county rate, and Cy-Fair ISD’s 2026 rate depends on a November 3, 2026 voter-approval election, so I’ll confirm the adopted numbers for any home you’re considering. Rates are 2025 adopted rates from the Harris County Tax Office and each taxing unit; worked examples are approximate because each unit applies its own exemptions. Jersey Village Schools
Jersey Village is served by Cypress-Fairbanks ISD, which the Texas Education Agency rated “B” (86) for 2026. Most addresses inside the city are zoned to Post Elementary (B, 82), Cook Middle School (B, 84), and Jersey Village High School (B, 86), which opened in 1972 on Solomon Street inside the city. Some addresses near the edges are zoned to Gleason (A, 91), Holbrook (A, 90), Bang (B, 86), Frazier (C, 79), or Reed (C, 78) elementary, or to Cypress Ridge High School (B, 83). Cy-Fair also offers magnet and transfer programs.
Zoning follows the exact address and Cy-Fair redraws boundaries as it grows, so confirm a home’s campuses on the Cy-Fair ISD site and check ratings at txschools.gov. Ratings above are TEA 2026 ratings for the 2025–26 school year. Flood History and What I Check
Every Jersey Village buyer should know the city’s flood record, because White Oak Bayou runs right through town. The city reports that about 200 homes flooded in Tropical Storm Frances in 1998, about 500 in Tropical Storm Allison in 2001, more than 200 in October 2002, and more than 230 structures in the April 2016 Tax Day flood. During Hurricane Harvey in 2017, the bayou rose close to the top of its banks without overflowing, and the city was spared.
A lot has been built since then. According to the city, the Harris County Flood Control District has invested more than $95 million in the White Oak Bayou watershed over the last 20 years, including the Jersey Village diversion channel, completed in 2010, and detention basins upstream; the Jersey Meadows detention basin north of the golf course holds about 400 acre-feet of water. The city has added more than $25 million in street and drainage reconstruction, including a berm and detention area on the golf course completed in 2022, and has helped homeowners elevate homes with grant funding. The city’s own modeling still shows some remaining risk in the largest storms, so flood diligence is part of every purchase here.
For any home I’m helping you buy, I pull the current FEMA flood map and the preliminary Harris County maps FEMA released in February 2026 at msc.fema.gov, the seller’s flood disclosure and claims history, and an elevation certificate if one exists. Then we get flood insurance quotes during the option period, whether or not the home is in a mapped flood zone. The point is to know the specific home’s history and cost of coverage before you commit.
Setting Up Utilities in Jersey Village
Because Jersey Village is its own city, move-in works a little differently than in the MUD neighborhoods around it: the city runs the water and sewer system, there’s no MUD tax, and most of the city has no HOA.
Water, sewer & trash. The City of Jersey Village is the water and sewer provider. You open a new account with the city’s online Residential Water and Sewer Application on its water & sewer connections page, and you pay online, sign up for e-bills, or set up a free bank draft through the city’s water/sewer payments page. Bills are due by the 25th of each month, and the city posts its current rates on its water and sewer rates page. The city contracts trash, yard-waste, recycling, and bulky-item pickup with GFL Environmental; the weekly schedule and set-out rules are on the city’s trash & recycling page. Water-main breaks and sewer backups go to the city’s Public Works on-call crew, and the Public Works page explains how to reach them.
Electricity (you choose your provider). Jersey Village is in the deregulated Texas market, so you pick your own retail electric provider. The poles, wires, and meter belong to CenterPoint Energy (centerpointenergy.com), which handles outages, and you shop for a plan at the state’s official marketplace, PowerToChoose.org. Set it up before closing so the power is in your name the day you get keys.
Natural gas. Residential gas comes from CenterPoint Energy and is regulated, so there’s nothing to shop; you just open an account. Confirm the house has a gas connection first.
Internet & TV. Cable from Xfinity is widely available, and AT&T offers fiber in parts of Jersey Village. T-Mobile 5G home internet and satellite service work almost anywhere. Fiber varies block to block, so check the exact address on the FCC National Broadband Map.
HOA. There’s no citywide homeowners association, and the original sections of Jersey Village have no HOA dues. A few newer subdivisions inside the city limits, such as Wyndham Lake and Enclave at Castlebridge, have their own associations, and if you’re buying in one of those, the resale certificate at closing names the association and its dues. You can look up any Texas association’s management certificate at hoa.texas.gov.
City services. Jersey Village runs its own police department and its own fire department, which also provides ambulance service. New residents can sign up for city emergency and weather alerts on the Stay Informed page.
After you close. File your homestead exemption with the Harris Central Appraisal District at hcad.org, online or with HCAD’s mobile app. It’s free, and you never need to pay a third party to do it. Your property taxes arrive on two bills: city and county taxes from the Harris County Tax Office, and school taxes from the Cy-Fair ISD Tax Office.

Living in Jersey Village
The city’s largest green space is Jersey Meadow Golf Course, an 18-hole public course with a driving range that the city owns and operates. Clark Henry Park on Equador Street has a splash pad, a playground, a rentable pavilion, and baseball and soccer fields, and the city is designing a replacement for the old pool there. Carol Fox Park on Jersey Drive has a gazebo the city rents out for small gatherings.

For shopping and dining, most residents use the US-290 corridor and the Willowbrook area along TX-249, a few miles north. Two full-service hospitals with emergency rooms are about 7 miles away: HCA Houston Healthcare North Cypress, on US-290 at Huffmeister Road, and Houston Methodist Willowbrook, on TX-249. For many buyers, the commute is the draw: US-290’s rebuilt main lanes and Beltway 8 are both minutes away, and METRO runs Park & Ride service in the US-290 corridor. Try the drive at your own commute hour before you decide, because rush-hour times run well above these free-flow estimates.
